Stating that the Ohio Arts Council is an item of personal interest for him, new House Speaker Armond Budish appointed himself to fill one of four legislative seats on the Council Board.  Four legislators serve on the Council Board, two from the House of Representatives and two from the Senate.  Representative Josh Mandel (R-Lyndhurst) was reappointed for another two year term and the Senate appointments will be forthcoming.
GOVERNOR STRICKLAND RELEASES PROPOSED 2010/2011 BUDGET

Governor Strickland released his fiscal year 2010/2011 budget on February 2, 2009.  The budget recommends $9,420,413 for each fiscal year for the Ohio Arts Council, or a total of $18,840,826 for the biennium. This figure is a 25 percent decrease from the original FY2008/2009 appropriation of $24,976,322.

The Ohio Arts Council (OAC)’s original FY2008/2009 biennial appropriation was reduced through a series of cuts that agencies were required to implement in order to fill projected budget shortfalls expected before the end of FY2009.  A 10 percent cut to the FY2008/2009 biennial budget was announced in April 2008, followed by a 4.75 percent reduction in September 2008 and another 5.75 percent cut in December 2008 to FY2009 spending and programs. Reductions in spending are required because the Ohio Constitution mandates a balanced budget at the end of each year.

For more information about the FY2008/2009 budget reductions please visit our Web site

Following the release of the governor’s budget, the Ohio House Finance and Appropriations Subcommittee on Higher Education will hear testimony from agencies in February and make their recommendations to the Finance Committee who will then move the budget bill for full House consideration.  Following the House approval the bill will move to the Senate Finance Committee, usually by April. The budget is then sent to conference committee in June to resolve conflicts between the House and Senate recommendations. Once both houses agree to the conference committee report, the bill is reviewed by the governor. A budget approved by the governor and both houses will be effective July 1.

OPPORTUNITIES
OHIO ARTS COUNCIL TO COMPILE A DIRECTORY OF LATINO ARTISTS IN THE STATE
In an effort to reach Ohio's growing Latino population and support the arts in this community, the Ohio Arts Council (OAC) will compile a directory of Latino artists (inclusive of music, dance, crafts, folkways, theater, poetry, literature, graphic arts, and others) in the state of Ohio.  The purpose of the directory is to increase communication and help promote greater participation from Ohio Latino artists in the OAC's grants and educational programs and state sponsored arts festivals and initiatives. The directory will also help the OAC promote Ohio artists and provide more visibility for their work.

Juan Díes, a folklorist/ethnomusicologist who specializes in traditional arts and culture, will conduct the research for the directory during the months of January, February, March of 2009.

Latino artists, groups, and organizations may contact and/or send information to Juan Díes at 773/728-1164 or juan@sonesdemexico.com between January and March, 31 2009. After this period artists may contact Jeff Hooper directly at the OAC 614/728-1839 or jeff.hooper@oac.state.oh.us.  For additional information on the project, please visit our Web site.
